The Virginia Commonwealth University poll found that the rising cost of living is the top issue for 28% of Virginia voters ahead of the state elections, with Democratic gubernatorial candidate Abigail Spanberger leading Republican Lt. Gov. Winsome Earle-Sears by 7.5 points.
